Update: East Vincent Township Board of Supervisors' Meeting June 3, 2009

During last evenings Board of Supervisors' meeting, Chief Demski reported that serious crimes in our township are down approximately 50%. He attributes some of the decline in the arrest rate a result of less activity at the Pennhurst property. Chief Demski also asked our Board of Supervisors to review the traffic study recommendations recently conducted in East Vincent Township and allow for an amendment to Ordinance 15-Motor Vehicles and Traffic based upon these recommendations. Chief Demski and other East Vincent Township police officers studied the areas of Pikeland Avenue, the Parkview Residence intersection, Old Schuylkill Road and Brown Road, Pennhurst Road and Marion Drive, West Bridge Street and Stoney Run Road and the curve on Nottingham Drive. Chief Demski provided the Board with a traffic study review of these areas, along with a list of recommendations utilizing PennDot and the Local Technical Assistance Program (LTAP) guidelines to help remedy some of the traffic issues in those areas.

The proposed zoning amendment for the Continuing Care Retirement Community (CCRC) is "slowly grinding forward" according to Chairman John Funk. Chairman Funk said he is waiting for information from our consultants.

Vice-Chair Christine McNeil, who is also the Vice-Chair of the Northern Federation, spoke about the Northern Federation Plan. She made note that the May 9, 2007 Open Space Recreation Plan Update---specifically page 13 regarding park lands, had an inaccuracy that she would like fixed before this plan is sent to the Northern Federation members. Attorney Stu Cohen stated East Vincent Township did amend the Pennhurst grounds information on the map. Mr. Cohen suggested that the amended map be placed in front of the present Open Space Recreation Plan Update being sent to the Northern Federation. Mrs. McNeil also stated that the Reiff Tract Park information of this Open Space Recreation Plan Update was accurate. The Informed East Vincent Residents note there is no access to this "park" which was purchased utilizing taxpayer dollars.

Vice-Chair McNeil would also like East Vincent Township Planner Ray Ott to create a formula to determine the "fair market value of required recommended parkland." Chairman Funk commented that the value would be different for everyone---such as when land is contributed in developments. Supervisor Mark Dunphy's concern was that according to the Phoenixville Regional Plan, East Vincent Township has met its parkland requirements through 2025. Supervisor Dunphy asked why would we be looking to provide additional money for the Open Space Recreation Plan Update by paying East Vincent Township Planner Ray Ott to create a formula? Supervisor Dunphy stated that the Board should sit back and wait and see what the Northern Federation says instead of doing this independent of the Northern Federation.

Residents representing Stoney Run Farms addressed the Board of Supervisors regarding the continuing problems of dust, traffic congestion and traffic speed along the access road to the ball fields behind their homes. These residents have addressed East Vincent Township Board of Supervisors on several occasions and they would like to know the status of what is being done to control the speed of drivers, etc. entering the ball fields. These ball fields are located behind Spring City Elementary School. Vice-Chair McNeil feels there is a capacity issue at the sight and that we need to look at what other lands can be used for ball fields. Chairman Funk said we need to speak to the Spring-Ford Youth Athletic League (SFYAL) about capacity at some point. Supervisor Dunphy asked a resident what the capacity looked like now. The resident stated that there are approximately 300 cars with lots filled and cars parked on the street all trying to park to use the 6 ball fields. Another resident spoke about safety concerns in regard to the speed of cars entering and exiting the fields. He stated there are "way too many cars travelling way too fast." Chairman Funk suggested a meeting with the SFYAL and the Spring City Borough Council. Mr. Cohen, Esq., mentioned that Spring City controls the lease and this issue with traffic and dust can be considered a "public nuisance." Supervisor Dunphy asked what the time frame is for this to be done (possible lot line revision by Spring-ford School District and the SFYAL to get prices for new recommendations-i.e. fence, etc.). "Not this season" replied Township Manager Mary Flagg. Supervisor Dunphy suggested that "if this issue isn't rectified into next year's season then there should be no ball. Put a timeline on it or no ball." A Spring City Borough Councilman was in the audience and is well aware of the situation.

Supervisor Dunphy asked Vice-Chair McNeil for an update to the financial situation regarding the Northern Federation. Mrs. McNeil stated that one township had an issue but the $1,000 check is being processed. One resident asked which township had an issue and had not yet provided the money? Vice-Chair McNeil, who is also the Vice-Chair of the Northern Federation, could not remember.

John Hoekstra who is an East Vincent Environmental Advisory Council member and Green Valleys Association (GVA) member mentioned that GVA had received monies to complete a watershed assessment of the Stoney Run. Mr. Hoekstra hopes to gain, at a minimum, a recommendation as to what can be done to again designate the Stoney Run as a high quality creek.

Landscapes 2 has been adjusted to include The Schuylkill River National Heritage Area.

The Parker Ford Tavern project is again receiving taxpayer money to the tune of an additional $1,260 to repair rotted joists. Several residents spoke up against more use of taxpayer dollars for this renovation. One resident reminded Chairman Funk that again he went against his word of not using anymore taxpayer dollars for this project. Mr. Funk stated that when he said that he had "misstated." Supervisor Dunphy asked if we can some day have 1) projected date for project completion and 2) how close are we to hitting the budget? One resident asked how much money we have spent so far on the completion of 1/3 of the rafters? Chairman Funk asked if the Board could hold off on answering that question until the next meeting.

The next scheduled Board of Supervisors' meeting is Wednesday, July 1, 2009 at 7:30 p.m.
The next scheduled Planning Commission meeting is Tuesday, June 16, 2009 at 7:00 p.m.
